LEADING national procurement specialist Pagabo has announced the latest procurement opportunity within its pipeline – the National Refit Framework for Workplace & Interior Transformation, which will be managed on behalf of contracting authority Red Kite Learning Trust.
This will be a reprocurement of the current Refit & Refurbishment Framework managed by Pagabo, which was established in May 2023 and expires next year. The new framework will also include lots from the Furniture Solutions Framework with the aim to deliver an enhanced and more focused offer for public sector clients, covering a more specific scope of workplace and interior transformation services within existing estates.
This encompasses – but is not limited to – internal refurbishment, fit-out, furniture supply, workplace transformation, adaptive reuse, estate modernisation and occupier-led improvement projects.
The framework will provide public sector organisations with a Procurement Act 2023 compliant procurement vehicle that enables authorities to procure works from regional and national contractors. The lot breakdown is:
- Lot1: UK National Workplace Transformation - £0k
- Lot 2: Small Works & Interior Fit-out - £0-£1m
- Lot 3: Workplace Transformation Projects - £1m-£4m
- Lot 4: Medium Workplace Transformation - £4m-£8m
- Lot 5: Major Workplace Transformation - £8m-£15m
- Lot 6: Strategic Workplace Transformation Programmes - £15m+
- Lot 7: Furniture, FF&E Design, Supply, Installation and Circular Solutions - £0+
- Lot 8: Residential Furniture - £0+
Jason Stapley, chief procurement officer at Pagabo, said: “As always, our focus is on developing framework offers that serve the needs of the public sector organisations procuring work, which has led to the renaming and reshaping of this new framework. A strategic partnership lot (Lot 1) has been proposed to enable direct appoint and further compete to the Tier 1, regional and SME contractors appointed, allowing a route for clients to procure long-term partners capable of delivering programmes of works over several years, as opposed to single projects.
“Meanwhile, the proposal to start the value band of Lot 2 from £0 has been made to capture smaller projects that may not have been able to be procured through the current framework’s set up, opening up a wider procurement route for smaller schemes for public sector clients.
“With the framework allowing the procurement of schemes of any value, the structure of appointed contractors is critical. The proposed structure reflects our ongoing commitment to making sure that public sector clients can access the very best quality contractors for their ambitions – with clear allocations for national, regional and SME-sized contractors.”
The framework will run for four years from May 2027 in line with the expiration of the current Refit & Refurbishment Framework, with Pagabo expecting to launch the tender for the opportunity later in 2026.
