Innovation Reshaping NHS Estates 

As NHS organisations continue to modernise ageing estates whilst responding to increasing demand, innovative construction methods and smarter estate planning are becoming central to the delivery of healthcare infrastructure. The Princess Alexandra Hospital NHS Trust (PAHT) provides a compelling example of this shift, combining modular construction, accelerated project delivery and community-based healthcare facilities to create adaptable environments that improve operational resilience whilst supporting better patient care. 

One of the latest milestones in the Trust's transformation programme is the opening of a new community blood testing clinic at The Harvey Centre in Harlow. Delivered through a partnership between The Princess Alexandra Hospital NHS Trust, Health Services Laboratories and Harlow Council, the facility relocates around 300 daily blood testing appointments from the main hospital into a town centre setting. Designed around patient flow, accessibility and privacy, the clinic forms part of a wider "healthcare on the high street" strategy, demonstrating how innovative estate planning can improve access to routine services whilst releasing valuable clinical space within the hospital for more complex and urgent care. 

The community facility complements a much broader programme of estate transformation that has been reshaping the Trust since 2020. During this period, bespoke modular building specialist Actiform has worked in partnership with PAHT to deliver ten healthcare projects, initially appointed for a single scheme before being selected to complete a further nine as a result of its collaborative approach and accelerated delivery processes. The programme demonstrates how modern methods of construction can provide the flexibility needed to respond quickly to changing clinical demands whilst minimising disruption within operational healthcare environments. 

Many of the schemes were developed in response to increasing patient numbers and the operational pressures experienced across the NHS, challenges that intensified during the COVID-19pandemic. With a new hospital still progressing through the design stage, the Trust adopted an innovative approach to extending the life and capability of its existing estate through targeted interventions. These projects have included upgrading wards to current medical grade standards, reconfiguring layouts to improve patient flow and creating additional clinical capacity capable of adapting to changing models of care. 

Reflecting on the collaborative approach that underpinned the programme, Pasqualino Risi, Associate Director of Estates and Facilities at The Princess Alexandra Hospital NHS Trust, explained: "The Actiform project team worked 'hand in hand' with their design team to create a future focused build that rethinks the way a NHS trust delivers modular construction within a conventional aging and varied built environment, and that is integrated into the core operation of the hospital. The completed build environment was an integral part of the overall strategy for the new emergency care services." His comments highlight how innovation extends beyond construction methods alone, encompassing collaboration, design integration and long-term operational planning. 

The breadth of the programme further illustrates the role that technology and innovation now play in healthcare construction. Accelerated delivery programmes enabled a two-storey Adult Assessment Unit to be completed in phases, whilst a purpose designed lead lined CT Scanner Module was integrated directly with the Frailty Assessment Unit to improve urgent diagnostic pathways. Alongside these developments, fast- track ward refurbishments, a secure modular Medical Records Store and a new Training and Education Centre constructed using structural insulated panel technology demonstrate how innovative construction techniques can deliver specialist healthcare environments within constrained hospital estates. 

Welcoming the opening of the Trust's latest community facility, Thom Lafferty, Chief Executive of The Princess Alexandra Hospital NHS Trust, commented: "Opening this new facility in the town centre is a significant step forward for patients in Harlow." Whilst the clinic enhances convenience for patients, it also reflects a broader trend towards integrating healthcare services within community settings, enabling hospitals to focus resources where they are needed most.
