Hampshire-based Bargate Homes has submitted a Reserved Matters application to Eastleigh Borough Council for the proposed development of 49 homes on a 4.2-ha site in Eastleigh, Hampshire.
Located west of Allbrook Way, in Allbrook, Eastleigh, the site was granted outline planning permission in June 2024 for up to 52 dwellings. The planning approval includes a new dedicated access route via Knowle Hill.
Bargate has proposed a reduction of dwellings to deliver new homes of decent quality and size to provide a comfortable living environment for future residents. Each home has been designed in line with the Nationally Described Space Standards, which is beyond current Building Regulations and demonstrates Bargate Homes’ commitment to pushing the boundaries to deliver an exceptional standard for new homes.
The detailed proposal includes a mix of one- and two-storey dwellings that will be either detached, semi-detached, terraced or bungalows. It will provide a variety of much-needed energy-efficient homes, with a range of one-, two-, three- and four-bedrooms. The proposed development caters to a multitude of buyers, whether they be downsizers, rightsizers, families, upsizers, or first-time buyers.
32 of the homes will be sold on the open market, with 11 available through affordable rent and six for shared ownership, meeting the tenure policy requirements for the Borough. All homes allocated through affordable housing will be transferred to Bargate Homes' parent company, VIVID.

The scheme is set amongst 1.67 Ha of open green space and will include a new children’s play area and internal links to the public right of way to the western part of the site linking Knowle Hill to Boyatt Lane.
The proposed development will deliver biodiversity enhancements through new native planting, hibernacula, bat boxes, swift bricks, bee bricks and bird boxes, all of which will be incorporated into the new dwellings. Each home will achieve a high EPC rating and benefit from EV car chargers, PV solar panels and air-source heat pumps.
Blue infrastructure, including a SuDS basin and wetland, is also a key element of the development plan. These features are successfully integrated into the scheme, creating an attractive space through seating areas, pedestrian routes and a boardwalk for residents to enjoy.
The new homes have been sensitively designed to be in keeping with the local area and reflect the woodland edge, with a traditional design using predominantly red brick and natural
timber effect cladding. Pitched or gable porches will help to create a cottage-style aesthetic.
The majority of the car parking for each home will be contained within the plot to ensure vehicles do not dominate the street scene, allowing for landscaping and street trees throughout the development. Several plots will accommodate single or double garages, including storage of bikes and bins within the garages, or a separate bike store will be provided.
Allbrook is in a highly accessible location and sits within the Borough of Eastleigh, north of Southampton. The development itself is just a seven-minute drive to Eastleigh’s town centre and is equidistant to larger cities such as Winchester and Southampton, which are both a 15-minute drive away. The nearest train station is Eastleigh, which is either a five-minute drive or a 35-minute walk, providing frequent services to Portsmouth, Winchester, Southampton, and London Waterloo. Close to the development is the M3 - only 1.3 miles away - providing easy access to the wider motorway network.
