CITB has announced the appointment of the Chairs of its Nation Councils for England, Scotland and Wales, and is calling for applicants to become Council members.
Leigh Hughes, from Bouygues UK, has been reappointed Chair of the Wales Nation Council. Sharon Llewellyn, from JPR Roofing and Flooring, has been appointed Chair for the England Nation Council. Angela Forbes, from BuildForce, a social enterprise which brings ex-Forces personnel into the construction sector, has been appointed Chair for the Scotland Nation council. All three Chairs are appointed for three years.
Leigh, Angela and Sharon will work with Council members in each nation to support the CITB Board, by providing insight into industry challenges across nations, regions and sectors and acting as a sounding board for Trustees.
CITB Chairman Peter Lauener said:
“Our Nation Councils provide a vital role in making sure that CITB priorities match what industry needs so I am delighted to welcome Sharon Llewellyn and Angela Forbes, and to reappoint Leigh Hughes. They each bring a wealth of experience to the role and a passion and commitment for making sure that we have the skills we need for the construction industry.
“I would also like to thank Seamus Keogh and Maureen Douglas, the outgoing Chairs of the England and Scotland Councils. They have played a vital role in establishing the Councils and holding the CITB’s feet to the fire so that we have the right plans in place to meet the skills needs of construction employers throughout each nation.”
In addition to the new appointments, there are Nation Council member vacancies in England, Scotland and Wales. CITB is looking for senior, experienced and knowledgeable industry representative from SMEs, large employers and independent consultants who are committed to forging strong partnerships.

Leigh Hughes, Business Development & Social Value Director at Bouygues UK, holds a wide range of senior consultancy, government and board member roles within the construction industry in Wales, including Board Director of Constructing Excellence Wales and chair of Cardiff Capital Region E&S Board.
Angela Forbes has over 23 years construction experience. Because of her passion for construction and keen interest in the armed forces, Angela created the Lendlease ex-military initiative in 2008; is an ambassador of the construction industry within the Armed Forces and was a founding partner of BuildForce at its inception in 2011. She is currently Chief Executive.
Sharon Llewellyn, Risk Managements & Projects Director at JPR Roofing and Flooring Ltd, is passionate about developing a young, skilled workforce to support the future building infrastructure. She is currently working in partnership with CITB, schools, colleges, local businesses, building companies and manufacturers to raise the profile of the building industry and develop a programme whereby students aged 14 to 18 can prepare for and access apprenticeships and careers in construction.
Photographs of all three Nation Council Chairs are available on request. The Construction Industry Training Board (CITB) supports the skills needs of British construction - in England, Scotland and Wales. It attracts talent to the construction sector so employers have an adequate recruitment pool, and encourages employers of all sizes to access the skills training necessary to grow their businesses.
